			<description>Next time around, ILBI should have categories based on entrant types so that participants can be on an even 'playing field': architectural firms, non-profit organizations, student/collegiate and volunteer/civic organizations.... or some division along those lines. We all know the large firms get to pocket the award earnings and reap serious marketing in the publications. The other participants, particularly non-profits and civic organizations, would be able to further their design imperatives and goals by putting the awards back into their selected communities to make their visions a reality. - RS</description>
